ZRS and GRS region selection #353

🐞 What happened?
Storage Account Name: "ststandarde3ygl2"): performing Create: unexpected status 400 (400 Bad Request) with error: RedundancyConfigurationNotAvailableInRegion: The storage account failed to create due to redundancy configuration - Sku: Standard_ZRS, Kind: StorageV2 - not available in selected Region - northcentralus. Please make sure the redundancy configuration selected is available in your region. For more information about redundancy configurations, see https://docs.microsoft.com/en-us/azure/storage/common/storage-redundancy
🔬 How to reproduce?
Deploy standard public in North Central US

🚀 Expected behavior
We should default to the most basic type of replication and allow the user to pass the more advanced types if available in their selected region
❌ Actual behavior
It currently just toggles between GRS and ZRS with no option to set the value.
