Set base_name as a variable for suffix customaization #352

Because the random feature of terraform is tied to location and rg name we can't quickly redeploy without first deleting or picking a new region.
🛰 Alternatives
If we add the base_name as an optional variable we can go to the next deployment without having to wait for the rg to be deleted.
