Bug Description
When connecting to the Local Storage Emulator via HTTPS, blob upload fails.

Steps to Reproduce
- Create a self-signed certificate and start Azurite using the certificate.
- Open Storage Explorer and import the certificate into Storage Explorer.
- Restart Storage Explorer.
- Open the Connect dialog and select Local storage emulator.
- Check Use HTTPS, then click Next -> Connect.
- Expand the local emulator attachment -> Blob Containers.
- Create a new blob container and upload a blob.
- Verify that the blob upload completes successfully.
Actual Experience
The blob upload fails after approximately 17 minutes.
