Bug Description

When connecting to the Local Storage Emulator via HTTPS, blob upload fails.

Steps to Reproduce

  1. Create a self-signed certificate and start Azurite using the certificate.
  2. Open Storage Explorer and import the certificate into Storage Explorer.
  3. Restart Storage Explorer.
  4. Open the Connect dialog and select Local storage emulator.
  5. Check Use HTTPS, then click Next -> Connect.
  6. Expand the local emulator attachment -> Blob Containers.
  7. Create a new blob container and upload a blob.
  8. Verify that the blob upload completes successfully.

Actual Experience

The blob upload fails after approximately 17 minutes.
