Extend Intervention Costings Processing

We have a function for processing changes to large scale fortification interventions.

We also need one for biofortification and agro-fortification.

I discussed this with @bgsandan a while ago. Current plan is to use JSONlogic to implement the calculations in JS, which would allow us to run the calculations in the frontend and API
