Self-contained builds

Any interest in making the build self contained rather than requiring users to install specific .NET runtime packages? It would eliminate issues such as #92 and make it easier to upgrade .NET versions in future. I can make a PR if there's interest.

I am 100% interested in this — I have been experimenting locally with flatpak for Linux, but obviously that will not work for windows users.
