defect: initial condition affects steady state return type.

#### Summary:
Initial condition is not involved in stead-state solution, but the return type of SS solution is promoted to `var` if `y0` is `var`.

#### Description:
This will enlarge the autodiff tree if `y0` is the only parameter and the dosing events are mostly steady-state.
