make loop_wrapper pip- and conda-installable

I'll need a maintainer to make an account with test and prod pip and then post what the environmental variable inside of github is so I can open a PR for a github action to automatically push the packages up there.

@matdevdug . I have an account on test pypi now, and a Unique identifier for API token "loop_wrapper". Is it what you are referring to? Is it safe for me to share it here in a github issue?

Don’t share it here. Configure github to use an env var with the value of your token.
