Scripted installation of Sublime Text Package Control and packages

Currently, the Sublime Text installation gives you a default installation of ST2 and ST3.

According to this Stack Overflow link, it should be possible to:

1. curl the current Package Control package to a ~/.config folder
2. Update the Package Control.sublime-settings user preferences with the desired packages under installed_packages
3. Update the user preferences with the actual user preferences that we want
