At https://withoutvowels.org/wiki/Blog:Main/My_failure_to_understand_Bible I see "This wikilog article is a draft, it was not published yet." despite I did check "Sign and publish this article" checkbox and pressed "Save changes".

I'm having the same issue.
The solution could be just add template at the end of the post:
{{wl-publish: 2019-01-11 19:49:00 | User:Oleksandr }}
Where specify date,time and user who have posted it.
