Set playlist start at specific seconds

My doubt need simulate live broadcast, any way to this? I read almost all docs but can to do this: Define startTime for playlists, for single files the tail eg: for 30 segonds "#30" works but not for playlists

I generate my playlist using php (according access time) works perfect.

But I need that the video start play at specific time to simulate live broadcast (VOD).
