Need protection for characters throwing openpyxl's `IllegalCharacterError`

Unkind data hidden in the depths of nasty CSVs can cause problems reading from them and writing to Excel files. Probably has something to do with CSV files being a convention instead of a standard 🤦‍♂️(From RFC 4180: "This memo provides information for the Internet community. It does not specify an Internet standard of any kind.")

Anywho.

Current implementation doesn't handle IllegalCharacterError from openpyxl, And upon reading a CSV report produced from GitHub CodeQL's API included the data of the offending file.
