Migrate to supported version of EWDK

Microsoft has decided in their wisdom to stop providing access to older EWDK, which makes libusb-win32 unbuildable.

So we need to support the latest EWDK, and rebuild everything using this.

This could mean new problems and that windows versions support might change again.

Current build is made with: EWDK_co_release_svc_prod3_22000_220715-1440 which is not available any more

I think it is okay to drop x86 support.
