[BUG]-在没有关闭的情况下 再次被启动时会出现逻辑异常

can not be start twice

Describe what happened

when start the gpu-docker-api service ，but there is already runing one

Describe what you expected to happen

after restart the service the available gpu must sync with the really env, and update the etcd date in the startup step

How to reproduce it (as minimally and precisely as possible)

1. start api
2. using api create one container request some gpus
3. start the api again
4. using api to delete the container

没有关闭的情况下我连续启动了两次 导致第二次启动后执行删除接口报 找不到容器版本的问题。

不知道是不是个问题
