Changing the theme's path does not clear the cache 

Renaming the theme directory and then attempting to clear the cache does not seem to change the minified CSS as the hashes and filename are still the same. ie:
wp-content/themes/old-theme-name/ -> wp-content/themes/new-theme-name/

The only way I could get minqueue to produce a new minified file was to change a line of style.css itself.
