display better error message if cannot access Webex site

In the case of being unable to access Webex site (such as needing proxy) it should display that as an error.

@bbodenmiller This relates to the other issue of using a proxy -- once I understand that a bit better we can evaluate this. For instance, how would the plugin know that it cannot connect to the webex server because it needs to use a proxy?

It appears it recieves a connection failure response code.

At a minimum, we should audit all outgoing connection handling code and make sure we pass comprehensive error info up.
