[Feature Request]: support automatically reclaim evicted CN pod #444

Is your feature request related to a problem?
In kubernetes, Pod GC threshold is conservative by default, which is an okay for general workloads. However, CN is stateless and typically have a cache volume attached, keeping evicted CN pod will hold the PVC from being reclaimed.

Add an option to support reclaim evicted CN proactively.
