Can't migrate to tools-barebones v1.4 due to incompatible python versioning

During building for the migration to Kubernetes attempts to migrate this to more modern python versioning either failed to build or silently errorred when calling the backend. For now, this will be deployed using barebones-1.3.0 as the migration is time sensitive.

Opening this issue to track with gh/mc/problems so that I can remember to work on fixing this If i get free time.
