Enhancement: Allow issuer to set and collect transaction fees

issuers of a coin can set and modify transaction fees for sending and trading of a coin.

issuers can set tx fee for both buyer and seller.

issuer can denominate tx fee (msc or their own coin)

fee can be % or absolute number.

issuer can set which address tx fees go to.
