Add Page-Level Alerts to Promo Pages #296

We have created a Promo Page that currently serves as a landing page for MyMassGov but in the future will be the place for my.mass.gov and login.mass.gov to be redirected to for people to find the Personal or Business login.
MyMassGov had an outage recently. We could easily and quickly post an org-level alert to all of our MyMassGov pages except the promo page. We had to add messaging to the Hero box but it wasn't very noticeable. We'd like this feature to be consistent across all pages.
Describe the solution you'd like
We'd like to have the Page-level and Org-level alerts extended to the Promo pages.
Additional context
While the original design of these pages was meant to be temporary and relate to a campaign, they are now being used for so many purposes beyond the original design. If there is a major announcement or alert that an organization is trying to communicate to the general public being able to share that on any of their promo pages makes a lot of sense.
