Inconsistent Access to Custom Pages Based on Feature Flags

Description:

There is an inconsistency in how communities access custom pages through the custom navigation dropdown menu. Communities not featured on the feature flag should not have access to these custom pages.

Steps to Reproduce:

1. Create the Custom Pages feature flag.
2. Feature some communities on the feature flag.
3. Choose a community not featured on the feature flag but has custom pages built.
4. Navigate to that community's custom navigation portal.
5. Create a new navigation and scroll through the dropdown menu to choose a page for it.
6. Observe that though not featured, it still has access to the custom pages.

Expected Behaviour:

Communities not featured on the feature flag should not see or access custom pages in the dropdown menu.

Actual Behavior:

Non-featured communities have access to custom pages in the custom navigation page dropdown menu.
