Cadmin events nudge not being received by everyone

Describe the bug
Megan Sulliivan (member of MassEnergize core team) asked me why she hadn't been receiving the event sharing nudge. She is a cadmin of Sustainable Medfield, and all cadmins shoudl receive this nudge unless their preferences say otherwise (not the case with Megan). I looked in Postmark and indeed she didn't get the most recent one, and looked in the django database at her profile, and she had last gotten one on November 18th.

From downloading the list from Postmark of "See and Share" message processed, 69 people received them this monday
I looked also at the Energize Wayland admin group, and more admins aren't receiveing tha tnudge, the common thing being that they last received iit on Nov 18th:
