can not reproduce generator FID

Are the hyperparameters for sampling the same as the hyperparameters in the config file? Directly running the evaluation with the provided checkpoints and config results in a 1.74 FID vs 1.68 FID reported.

@XCZhang03 for 14bit 256 steps, I got a fid of 1.58 vs 1.52 reported.
