conan export-pkg should prefer to use the lockfile from conan install

Although you can specify a lot of arguments to `conan export-pkg` to specify the dependency graph, since all the work has been done for the `conan install` step, just use the lockfile generated.

This is at least the case for Conan 1.
Ensure it is the same for Conan 2.
