Checkin comment mustache replacement not working for JOSM.

What happened?

I had a report from a mapper that the check in comment mustache replacement is not working when he opens the task to edit in JOSM.

Steps to reproduce

Go to https://maproulette.org/browse/challenges/50064 and start the challenge and work on one of the tasks using JOSM. Then when committing you will see the checkin comment is
Improved intersection: {{violation_description}} mpr.lt/c/50064/t/287480262
instead of what it looks like when editing in rapid or id
Improved intersection: w1313132051 crosses another highway on the same layer without a node at the intersection. mpr.lt/c/50064/t/287479486
Note that these two comments came from two different taks.
