CLI to normalize and crop at tile boundaries from line-delimited JSON

In a previous (not open source) version of this package (2.3.4) there was a CLI read ways from a line-delimited JSON, cropped them at tile boundaries of arbitrary zoom level, and normalized them. I'd like to reinstate that functionality.
