Create initial jobs board instructions and templates

Overview

Create initial sketch of "MB jobs board": publicly accessible list of ways to contribute to active projects.

Why this matters

• Improve onboarding process by making it easier for newcomers to identify ways to contribute
• Lessen the admin load on Heidi/project leads in these initial exploration phases
• Along the way, MB contributors will also become acquainted with GitHub / Issues.

Action Items

• task template (@jchu10 with feedback from @heidibaum)
• README with norms / procedure for interested contributors & project leads
• a way to easily scanning existing tasks & their status (e.g., kanban view in github projects)
