They're really really small! They're unique, adorable, cheaper, and more portable.
I think the icons are clear enough that abilities and desires would still be legible from a distance.
I'm fairly sure the descriptions on the backs can still be read at these sizes.
A size like this would be necessary if the game were redesigned around simultaneous moves, so that cards can be placed in the landscape on stands to indicate that the agency intends to (or has committed to) activate that ability at that location. (Other abilities could be made about nullifying the actions of other players, or damaging them in some way if they're active in a particular area without your consent.)
The only downside is that they're far more difficult to shuffle.
