Shelter : Empty class sections and/or batches shows data from other shelter due to caching

Describe the bug
In the shelter tab, the class sections and/or batches show data from other shelter from same city. This issue is caused due to caching of data.

To Reproduce
Steps to reproduce the behaviour:

1. Go to Shelter tab
2. Open Shelter which does not have 0 Class Sections
3. Open Class Sections
4. Go Back, choose a Shelter which has 0 Class Sections
5. Open Class Sections

Note : Aftercare Shelter will usually have 0 Class Sections

Expected behaviour
Correct data to be shown, irrespective of caching
