Implement user/admin functionality

We need user management and an admin ui for the webapp with different permissions.
Must have features:
Delete specific reports (can/should be implemented in the report view actually)
Ability to reprocess reports (in case we fix things in the backend or upload missing symbols, we want to be able to reprocess reports)
More things to be defined.
