setup time additive

let's say a band is allocated 20 minutes for setup time, but does it in 10 minutes.

that extra 10 minutes is surplus, and should be added into the next band's setup time.

Or, better... the next setup time should still read 20 minutes, and if they go over that 20 minutes, the next timer that appears is "setup surplus"
