Use the opened file instead of project path (command palette)

When launching a log or a blame, it uses the project's path instead of the opened file when launched from the command palette.

Currently this is set globally for all commands to one or the other:

I can definitely see a use for having certian "on this file" commands always available though. When I get some time I will try to add those.
