Remove support for python 3.8

I want to remove python 3.8 support because that prevents me from using dependencies such as identify. This is currently blocked by Luminar themselves.

The PRs listed under "Ignored or Blocked" in #10 show which version upgrades are also blocked Python 3.8 as well as this list for pre-commit hooks.
