Caching is too heavy

After updating a page, the new content is not available until clearing the browser cache. Sometimes, even then, the page content will revert to previous versions of the page content. This level of caching is encouraged, but we need to make sure pages are expired after they've been updated.

@hillylew I can point you in what I believe is the most-applicable direction here, which could yield dividends on lowerbarriers/finished-starter as well if we can get the settings right:

https://github.com/lowerbarriers/lowerbarriers.github.io/blob/main/service-worker.js is very aggressive about caching all assets including HTML (which usually does not have caching the same way as CSS/JS, but is required for installable/offline-capable PWAs). However, the service worker may be able to be augmented to fetch fresh content if the user has a connection and has exceeded some reasonable cache lifetime (somewhere between an hour and a week, I'd assume).

I doubt that GitHub Pages, CloudFlare, or any page-level things (like a <meta> version of what is ordinarily an HTTP header) would cause page content to be cached the way the service worker does. Getting it to update content while still being a good PWA could be a bit of a needle to thread.

The service worker in this repo may be out of date with the upstream at finished-starter. It's pretty lazy of me to write this rather than checking for you.

Also, if you're interested in digging into the service worker, one thing I tried to avoid the first time around was introducing workbox as a dependency. But if there's a compelling case to use it, I wouldn't reject a workbox-based service worker PR outright.

@ao5357 thanks for the background! I'm happy to look into this further; I definitely needed to be pointed in the right direction. Last night I loaded up the Financials page, and it was 1-2 versions behind. Same thing happened this morning, even though I cleared caches last night. So, this is definitely needs work.
