Fix timer inaccuracies when sleeping threads

Slower or less robust processors have a larger range of timer inaccuracy. This causes the Ticks Per Second to be off by large amounts due to how they're structured. Instead use a half-spinlock to properly sleep.

We may have to use a different timer source, as this system works flawlessly on Linux. Whether this is due to kernel differences or simply performance I have no idea, but a possible solution could be to measure the standard deviation of thread::sleep and only sleep when the thread should be guaranteed to wake within the allotted time.
