Incorporate choice-only simulator from `ssm-simulators` once implemented

The lapse function logic in make_hssm_rv is still broken, but since we are currently not supporting any prior/posterior predictive sampling for choice-only models, this is fine for now. We should really fix it when the simulators are properly implemented
