Ability to mass text all individuals who are 787/939 in the database #7
Description
In an effort to communicate swiftly, we should able to send a mass text to PR. To effectively do this task we should be able to text in message we want to communicate en masse. This will require
- a new twilio number
- verification of the numbers we wish to be authorized to do this.
