Monitor Needs to Detect Allocation Walltime #581
Description
To safely shut down workers and keep the database up-to-date, the monitor needs to automatically shut down workers when the allocation is about to end. This will likely provide safer relinquishing of tasks than if the allocation just dies from walltime limits.
There should be a way to say "if there's x minutes (or seconds) until wall time, shut down workers and don't attempt to auto-restart the workflow". Bogdan Kustowski has requested that there should be a way for users to set the x variable from within the spec file.
