Treasury Vote Failing to Render #491

Describe the bug
When viewing transaction history in the Explorer after recent changes, the Treasury Vote items all fail to render. They show the message "Error fetching event information". Screenshot below along with a tx from the screencap.

To Reproduce
1 .Go to Transactions page in Explorer
2. Find a "Treasury vote" event and see the details are not rendered.
Expected behavior
The details of the event type should be present
