[BUG] SVT-AV1 3.1.2 unstable, have tendency to hung up (deadlocks)

Current Behavior

Couple issues point that SVT-AV1 3.1.2 (3.1.1) is unstable:

• https://gitlab.com/AOMediaCodec/SVT-AV1/-/issues/2300
• https://gitlab.com/AOMediaCodec/SVT-AV1/-/issues/2311

On certain frame encoding stucks and never moves on, can stay that way infinetely. CPU idles when it happens.

Nearest stable version without described problem is 3.0.2, I suggest we downgrade to it, potentially saving someone from encountering and debugging same problem.

If not, at least we have this issue, so someone can stumble upon :)
