NoMoudle named encoding

Hello Authors,

I am encountering this issue, and am not able to solve this.

I am running under the following configuration:

Python 3.6.13
GCC 7.3.0 [on linux]
Torch 0.4.1.post2

I have tried a few things but nothing works out and I am stuck here, without being able to train the model. Please suggest what should I do?
