That way we will be able to write a statement of the fact using a specific meaning, and after that we can easily translate it to any language without the use of neural networks.

The meaning dictionary should be based on formal type system, where each single meaning or type can be split to submeanings, subtypes.

Once we have database of all possible meanings we can easily use these meanings to translate each to any language, also we can actually merge all languages into single one using the international phonetic alphabet.

We can also have a replacement patterns, that allow to convert meaning to phrase.

When we have such a database we can actually describe single fact using a wide range of possible styles, languages, dialects, simple languages with different word counts. Or we can make it entirely personal to use only words that are confirmed to be known by single specific user.
