Steps to reproduce issue

  1. Open Admin panel -> go to Stores > Settings > Configuration
  2. In the left panel, expand Customers and choose Customer Configuration
  3. Expand Expansion selector the Password Options section
  4. Enter '2' in the Max Number of Password Reset Requests field
  5. Tap 'Save' -> Flush Cache Storage
  6. Open website -> Tap 'Sign in' -> Tap 'Forgot password' -> Enter email and tap 'Send'
  7. Tap 'Sign in' -> Tap 'Forgot password' -> Enter email and tap 'Send'
  8. Tap 'Sign in' -> Tap 'Forgot password' -> Enter email and tap 'Send'
  9. Wait hour -> Tap 'Sign in' -> Tap 'Forgot password' -> Enter email and tap 'Send'

Expected result

  1. Email is sent
  2. Email is sent
  3. Error message appears
  4. Email is sent

Actual result

The Max Number of Password Reset Requests was not respected. Multiple emails were sent.
