Notifications not working for all day events

In calcurse version 4.8.2 notifications are not sent when only an all day event falls within the defined notification.warning time range.

Reproduce: create an all day item with no additional items/appointments within the notification.warning time range.

Expected behavior: the command defined in notification.command is executed

Thanks for the bug report, that's indeed a limitation of the current notification system. PRs welcome!
