Support simpler pipeline specification language

Right now, we support pipeline specifications in TOML.

It might be useful to explore more ergonomic specification mechanisms. Some ideas:

• KDL (through kdl-py, ckdl, or kdl-rs — kdl-rs is probably easiest for dependencies)
• Something TCL-based
