factoid mod does not adhere to the oldschool reply standards

factoid mod should replace certain statements in replies according to this table:

• a starting "A:" should turn the reply into a CTCP ACTION (e.g. /me)
• $who should be replaced with the triggering person's name
• $someone should be someone on the same channel (this is funny in twitter, I suppose)
