Add custom CKEditor preset

At `/civicrm/admin/ckeditor?reset=1` CiviCRM provides the ability to configure the CKEditor for certain contexts. We should add a tab to this page so that the user can configure CKEditor in a way that only applies to Peer Pages. Then we should make the default very minimal so that the Peer Page edit form is very simple.
