Improve resource selection efficiency when choosing fewer resources

Desired behavior

Would a direct “add” button next to the “review” button help for short selections?

Or, more broadly, are there other ways that we can make the selection faster if a user is only selecting a resource or two, vs. putting many potential resources into a folder and then reviewing/finalizing?
