Skip-to-content-link is not the first thing tab-focused on some pages (confirmed on Device page)

Observed behavior

Skip-to-content link is not the first thing you tab-focus on after clicking a tab link on Device Page (might happen in other places). It does work properly if you refresh the page.

Needs clarification: Where else does this happen in the app. It might be due to the "Index" page structure for the Device page.

Expected behavior

Especially if doing only keyboard navigation, if you "click" a tab with a keyboard, the first thing you focus on with "tab" is the skip-link.

Steps to reproduce

1. On the device page, tab down to a different link
2. Click enter
3. After the page loads, press tab
4. Most likely, the focused element will be the next tab (and not the skip-link)
