Facility > Users - Action completed snackbar message is always in plural

Observed behavior

Assigning, enrolling, removing and deleting a user always results in a snackbar confirmation message in plural which could be potentially slightly confusing for some languages:

single.user.enrolled-assigned.-deleted.mp4

Expected behavior

The messages should be conventionalised based on whether a single or multiple users were selected prior to completing the action.

Steps to reproduce the issue

1. Install the build from https://github.com/learningequality/kolibri/releases/tag/v0.19.0-rc0
2. Go to Facility > Users or Facility > New users and complete an action with a single selected user.
