Facility > Users - The 'Delete' and 'Cancel' buttons are not positioned correctly in RTL languages

Observed behavior

The 'Delete' and 'Cancel' buttons are not positioned correctly in RTL languages. Valid both for the Users tables and the Deleted users table:

Expected behavior

There should be left space between the buttons so that they don't look as if they are glued to each other.

Steps to reproduce the issue

1. Install the build from https://github.com/learningequality/kolibri/releases/tag/v0.19.0-rc0
2. Change the language to Arabic or Farsi
3. Go to Facility > Users, Facility > New users or Facility > Deleted users and attempt to delete a user
